Commerce Commission Deputy Chair Appointed

Commerce Minister Lianne Dalziel today announced the appointment of Donal Curtin as Deputy Chair of the Commerce Commission for a five-year term.

"I am pleased that the Governor-General has appointed Donal Curtin as Deputy Chair of the Commerce Commission. This appointment recognises the valuable contribution that he has made at the Commission and his experience in applying economic and financial analysis to regulatory decision-making," Lianne Dalziel said.

Donal Curtin succeeds David Caygill, who stepped down as Commerce Commission Deputy Chair upon his appointment as Electricity Commission Chair.

 

Brief Information on Donal Curtin

  • Donal Curtin's background is in economics and political science.
  • He is a current member of the Commerce Commission and was first appointed as an Associate in 2001, and assumed full member status in 2002.
  • He is a member of the Commerce Commission's Audit, Finance and Risk Management Committee and other divisions encompassing network industries, Commerce Act, and Credit Contracts and Consumer Finance Act matters.
  • He is also a monetary policy adviser to the Finance and Expenditure Select Committee, Managing Director of Economics New Zealand Ltd, and Chair of the boards of Public Trust, and Mint Asset Management.
  • He previously headed various business units at the Bank of New Zealand, including private and personal banking, and financial institutions.

 

Background on the Commerce Commission

  • The Commerce Commission is an independent Crown entity responsible for promoting and protecting competition and consumers, and regulating specified markets in which competition does not exist, or is very limited.
  • It aims to foster and develop healthy competition amongst businesses, informed choice by consumers, and sound economic regulation through its enforcement, quasi-judicial and regulatory responsibilities under the
    • Commerce Act 1986, Fair Trading Act 1986,
    • Electricity Industry Reform Act 1998,
    • Dairy Industry Restructuring Act 2001,
    • Telecommunications Act 2001, and
    • Credit Contracts and Consumer Finance Act 2003.
  • The Commission comprises between four and six members who are appointed by the Governor-General and a number of associate members appointed by the Minister.
