First, John Key indicated that National would ditch the Families Commission, then he suggested he would rebalance the commission. 

Now he says "they are likely to be merged together" meaning that National would fold the Office of the Children's Commissioner into the Families Commission.

Speaking to the Every Child Counts Annual Conference, John Key received a deafening chorus of boos when speaking about his Youth Offending Policy. He later sounded flustered while rebalancing his own ideas regarding the Families Commission.

"This latest flip flop continues the concerning trend where John Key amends his message to suit his current audience," said Ruth Dyson.

"This only gives further credence to the theory that National is saying one thing in private and another thing publicly."

"I am very concerned that there can be no certainty around the future of Working for Families or the new sustainable funding model for social services "Pathway to Partnership". 

This must be disturbing for the whole NGO sector.  If John Key can change his position three times in less than a week, what will happen when vested interests start applying pressure for privatisation of New Zealand's assets?"
